New York City, Los Angeles, and Washington, DC have all been evacuated. The Bill of Rights has been abolished and replaced with the Moral Statutes. There are no more cops, just soldiers, and bad behavior is not punished. Instead of trials, people tend to just disappear. Seventeen-year-old Ember Miller lives with her single mother. She has mastered the art of going unnoticed while getting what she needs. Everything changes once her mother is arrested for noncompliance of Article 5 of the Moral Statutes. One of the people who comes to get her is none other than Chase Jennings...the only boy Ember has ever loved.
